The Inner Harbor was a working industrial basin until the 1970s, ringed by rotting piers and canneries rather than pleasure boats. Baltimore was founded in 1729 as a tobacco port at the head of the Patapsco River, a position deep enough for ocean vessels yet sheltered from Chesapeake Bay storms. That geography made the city. It also made the harbor a target. In September 1814, British warships bombarded Fort McHenry at the harbor mouth for twenty-five hours. Francis Scott Key watched from a truce ship and wrote the verses that became the American national anthem. The architecture reads as layered rather than unified. The USS Constellation, a sloop-of-war launched in 1854 and the last sail-only vessel built by the U.S. Navy, floats at Pier 1 with her masts raked against glass office towers. The Seven Foot Knoll Lighthouse, a screwpile structure moved to Pier 5, is cast iron and painted red. Fells Point, a short distance east, keeps Belgian block streets and eighteenth-century row houses that predate the republic. Little Italy sits behind it, settled by immigrants who arrived through the piers at Locust Point. From the water, these things arrange themselves in a way no walk along the promenade achieves. The Domino Sugar refinery still processes cane; its neon sign, lit since 1951, is a working advertisement rather than a monument. Tugs move genuine cargo. Baltimore remains the ninth-busiest port in the United States by tonnage, and the recreational fleet shares the channel with vessels carrying cars and coal. Seasonal light matters here.
